1. Open IIS Manager, go to site properties, and open Handler Mappings.
2. Find existing PHP mappings for PHP:

3. Open the phtml handler and copy the path to Executable:

4. Create a new module mapping, choose the module appropriate for PHP execution mode (IsapiModule if PHP is running through ISAPI, FastCgiModule if PHP is running as a FastCGI application, or CgiModule if PHP is running as a CGI application), put *.html into the request path, and define a name for the handler mapping (e.g., PHP5-ISAPI-html). In Request Restrictions, enable Invoke handler only if request is mapped to file or folder:

5. Apply settings: Click on "OK" twice and then choose Yes when IIS manager asks whether the module should be enabled.

Instructions on how to set up the Apache web server to process HTML files with PHP can be found in KB article #115773.
